CUSTOMER TERMS AND CONDITIONS
These Terms and Conditions form a legal agreement between Commercial Bank of Ceylon PLC (PQ 116) (hereinafter referred to as CBC) and each Customer (as hereinafter defined) and shall govern the use of the Flash Digital Bank Account opened by the Customer at CBC.
By clicking on the “I Accept” button below, the Customer acknowledges and confirms the following:
‘Having read and understood the terms and conditions and the features of the Flash Digital Account, I hereby agree to be bound by such terms and conditions’

"CBC" means Commercial Bank of Ceylon PLC bearing registration # PQ 116 having it’s registered office at # 21, Sir Razik Fareed Mawatha ,Colombo 01 which term or expression will mean and include the said Commercial Bank of Ceylon PLC and its successors and permitted assigns.

2. The Flash Digital Bank Account System
The Terms and Conditions, together with the instructions, specifications and limitations set out in the Flash Website which are incorporated herein by reference; govern the provision of the Flash Digital Bank Account by CBC to the Customer and the use of the same by the Customer. The Customer agrees to access the Flash Website or contact Flash team at CBC for further details relating to the provision of the Flash Digital Bank Account Services to the Customer and to contact Flash Assistance in the event that the Customer requires further information. In particular, any amendments or supplements to the Terms and Conditions shall be published on Flash website and notified to the Customer via an electronic message.
3. Commencement of Flash Digital Bank Account
Subject to clause 4 below, a Customer who downloads the Flash App and agrees to the Terms and Conditions would be entitled to register for the Flash Digital Bank Account Services.
In order to use the Flash Financial Services, the Customer must complete all information elements required on pages where a Customer registers a Payment Instrument in the Flash Account and collect Flash Debit Card from preferred branch selected by the customer at the time of the registration by producing following identity and documentary proof
Services under Flash Digital Bank Account would be similar to the services offered for any other customer of CBC.. The Customer is advised to contact Flash Assistance or access the Flash Website for more information about Flash Digital Account.

The Flash Debit Card is a plastic/virtual debit card linked to the Customer’s Flash Bank Account to be used by the Customer for Payment Transactions, subject to the limitations specified in these Terms and Conditions and the Flash Website. The Flash Bank Primary Account of the Customer will be debited in relation to such transactions.

The Customer hereby indemnifies, defends and holds harmless CBC and its subsidiaries and other affiliates, and its and their directors, officers, owners, agents, co-branders or other partners, employees, information providers, licensors, licensees, consultants, contractors and other applicable third parties (including without limitation, Merchants, other financial institutions and other Customers) (collectively "Indemnified Parties") from and against any and all claims, losses, demands, causes of action, debt or liability, including without limitation reasonable attorneys fees and costs incurred by the Indemnified Parties arising out of, related to, or which may arise from:

FLASH is YOUR digital bank account. Launched by Commercial Bank, the FLASH application allows you to digitally create a bank account and then manage your finances straight from your phone This eliminates the hassle of frequent visits to the bank to complete your daily financial tasks and planning.
Put simply, FLASH allows users to enjoy simple, secure banking with revolutionary new tools in personal financial management that help to spend wisely, save responsibly and build wealth.

In case you thought FLASH was just a mobile banking application, think again. Sure, it allows you to send and receive money more easily than you ever have before, to bank accounts or phone numbers or QR codes - it even lets you pay groups of people in the click of a button! Sure, it lets you pay any of your bills straight from your mobile phone. Sure, the FLASH debit card gives you the freedom to spend anywhere or withdraw from any ATM. But on top of all this, FLASH helps you manage your financial wellness. The FLASH budget manager tracks all of your debit card spending in real-time and alerts you as to how much you have spent and how close you are to your preset daily budgets. The FLASH savings manager helps you to identify and create savings goals and automate them so that you can reach all your savings goals in a responsible and well thought out manner. FLASH even lets you invest your money in savings instruments, insurance and more.

+ How do I sign up for FLASH?
Simply download the application from the App Store or Play Store and click on “Register” and follow the user friendly steps to set up your Flash digital bank account.
+ What are the documents required to register with FLASH?
In order to sign up for FLASH, you will need the following:
+ What is the FLASH debit card?
It is an instant debit card that you receive when you register for FLASH. This card is linked to your FLASH app, and all your debit card spending updates directly to your app in real-time! This card may be used anywhere for your day-to-day needs.
+ Does the user get full access to the features of FLASH once registered?
In order to gain full access to all the features, you will need to visit the nearest Commercial Bank branch and collect your FLASH debit Card.
+ Where can I use FLASH?
FLASH may be used anywhere in Sri Lanka.
+ Where will the User ID & Password be delivered?
The User ID will be delivered to your registered mobile number and the Password to your registered email address.
+ What do I do if I forget my User ID or Password?
If you forget your User ID or password simply contact us using the following details;
+ What is a Security PIN?
It is your unique 4 digit pass code and is required to unlock and access the app.
+ Can this Security PIN be changed?
You may change your security PIN by doing the following
Go to main menu → Tap on security settings → Select Security Pin Change→Enter your current password to authorize and add a new password of your choice →Re-enter the new password to confirm → submit.
+ Can I transfer money to anyone using FLASH?
You can send money to any bank account in Sri Lanka using your FLASH Digital Bank Account.
+ How do I transfer money using FLASH?
FLASH allows you to send money to others in an instant - all you need is their bank account number, phone number OR QR code (which can be found on the top left corner of their settings screen).
+ How secure are the payments done through Flash?
All the payments made through FLASH are secure with the OTP delivered to your phone.
+ What if I didn’t get the OTP?
There are two instances in which you may have to enter the OTP sent to your mobile number. Which is at the;
+ Is Flash compatible with any device?
For the moment Flash can only be used with smart phones (Android & iPhone).
+What would happen if my Phone were to get lost or reset?
Simply download the Flash application to your new phone through Play store or Apple store. Enter your User ID and password and enter the OTP sent to you to confirm your new mobile device.
+ How do I change the mobile number tied to my account?
Simply go to Main Menu → Select “My Account”→ Click on Change button (In contact Details) → Enter your New Number → Click on “Submit”.
+ How do I change the E-mail address?
Simply go to Main Menu → Select “My Account” → Click on Change button (In contact Details) → Enter your New E-mail address → Click on “Submit”.
+ How do I communicate with the Bank through Flash?
Use the following steps to send a message to the bank
Simply go to Main Menu → Click on “Message to Bank” → Click on “Create New” → Select the Department → Type the message → Click on “Send” button.
+ What would happen if my phone were to get lost or stolen?
If your phone is lost there is nothing to worry about because your passwords and your biometrics ensure that your account is safe. You should immediately inform the bank that your phone has been stolen, so that we can either terminate your facility or freeze your FLASH account until you need to re-activate it again.
+ What is a payment request?
Unlike other applications, FLASH also allows you to request money. That means that if someone owes you a payment, you can use FLASH to initiate that payment and notify the other party. Now, all they have to do is approve the transaction in one click. Easy!
+ What is budgeting?
Budgeting is a feature that allows you to set your daily and monthly spending limit and to track your spending.
+ How can I set my budget?
You can simply set your daily budget by clicking the icon “Edit daily budget” on the home screen. Then you can enter the amount that you are willing to spend each day.
+ How can I benefit from the budgeting feature?
The budgeting feature helps you to be more responsible with your expenditure by tracking your daily spending patterns thus increasing your savings and building your wealth.
+ What is FLASH savings?
The FLASH savings manager allows you create savings goals and then automate timely deposits into said goals. This means that you can plan for the future with certainty.
+ How can I withdraw money from the Flash Savings account?
Withdrawals cannot be made through the Flash Savings account because we want you to take your savings seriously. However, if you really want to break your “piggy bank” you can transfer the funds in your Flash Savings account to your Flash Primary account and then complete your withdrawal
+ What is Goal Setter Savings?
Goal setter savings allow to set any savings goal and start savings for the future. To set a goal, simply click on the “New Goal” button and set your goal. Maybe you want to save some money to go on a trip in a few months? All you need to do is set up a savings goal for the trip, tell FLASH how much you want to save and then authorize the app to make regular deposits into your savings goal. By the time your trip rolls around, you will be good to go!
+ How will the money be transferred to my goal?
Once your goal is set, funds will be transferred from your primary account and deposited automatically into the savings goal (at the time intervals set by you) until the goal is reached.
+ What will happen if I don’t have sufficient funds?
If sufficient funds are not available to transfer into your savings goal, you will be notified. You will always have the option to manually effect the payment.
+ Will I have the option to transfer money to my goal whenever I want?
The option to transfer money to your goal is available at all times.
+ How can I withdraw funds from my goal when it is completed?
Once the goal is completed you can simply transfer funds to the Flash Primary account and proceed with withdrawal.
+ What are FLASH group payments?
Have you ever needed to send or receive payments within a group of people? This could happen if you are splitting a bill or collecting money from your friends during a group trip. FLASH makes all this very easy. This is because FLASH allows you to create a payments group from your contact list, much like a whatsapp group, and then initiate payments or payments requests to everyone in that group in just one click - that means, no more hassle chasing down people who owe you money, and no more hassle when you need to make multiple payments!
+ How can I create a group to effect a group payment?
Simply click on the icon “Start a New Group” and follow the basic instructions.
+ Can I use the same group for future payments?
Yes, you can.
